About Ouida
Ouida Spencer has been a Broker and REALTOR for over 26 years with Realty Associates of Atlanta working with Individuals, Corporations, Relocation Companies, Non- Profit Organizations, Senior Citizens, Individuals with Special Needs to purchase or sell homes. She has helped corporations and individuals with Special Needs locate homes that could be modified for daily living allowing over 400 individuals to live life to the fullest potential. Previously Ouida was a Senior Vice President managing mortgage lending and the sale and delivery of loans in the secondary market. Ouida has both MBA and BBA Degrees from Georgia State University, Graduate Real Estate Institute GRI Designation, Brokers License in Georgia and South Carolina. She has over 40 years of experience in sales, real estate, lending and financial management.
Over the years she has been recognized by numerous national, state and local organizations for her leadership, expertise, dedication, community involvement, volunteerism, advocacy for state and federal programs and legislation that protects and supports senior citizens and persons with disabilities live life to the fullest in society. Her volunteer accomplishments have been recognized by organizations such as the National Association of Realtors, WSB TV, Volvo for Life, YWCA, BPW GA, DeKalb County Clark Harrison Community Service Award, UCP of GA, UCP of SC, UCP of South Florida and UCP National with the Ethel Hausman Volunteer of the Year Award. Ouida has dedicated over 40 years volunteering with United Cerebral Palsy of Georgia (UCP), serving on the Board of Directors for 46 years of which she was chair for over 20 years. She and several other Board Members and the UCP of Georgia Executive staff started United Cerebral Palsy of South Carolina over 20 years ago. She has served on the Advisory Board since its beginning. She has been involved with UCP National volunteering on various committees over the years.
She has dedicated her life to advocacy focusing on initiatives for accessibility, fair housing access, care, support, services and transportation broadening the public’s and politicians’ perception of the importance of accessibility and improving the quality of life for people with varying abilities including those with cerebral palsy, developmental and intellectual disabilities. Ouida’s goal is to make a difference in the lives of people with differing abilities ushering in a brand-new day, one of full inclusion, access and possibilities for the lives of the individuals and families served by UCP – and far beyond in society, as well.
Kelly Piacenti, MA, ChSNC, Vice Chair

About Kelly
Kelly Piacenti is responsible for the MassMutual SpecialCare program, which includes nearly five hundred Special Care Planners. She also oversees partnerships between MassMutual and the largest special needs nonprofit organizations across the country; including, but not limited to: The Arc, Autism Society, Huntington’s Disease Society of America (HDSA), National Down Syndrome Congress (NDSC), Tuberous Sclerosis Alliance, and United Cerebral Palsy (UCP). Kelly serves on the National Board of Directors for UCP and was formerly on the National Board of The Arc for eight years until 2020. She also serves on the Advisory Board for The Academy of Special Needs Planners, as well as The American College Center for Special Needs. She was formerly appointed as Chair of MassMutual’s ADAPT Business Resource Group, whose mission is to help the company include, reach, and serve the disability community.
She has spoken at dozens of industry conferences across the country and has been featured as a speaker on several radio talk show programs and podcasts. Kelly is also published and quoted in numerous industry publications for the special needs community. In April 2024, United Cerebral Palsy awarded Kelly as the recipient of their annual Chair Award. The award is presented to an individual who has been distinctly supportive of UCP by providing volunteer leadership and/or other contributions that advance UCP’s mission and vision. In May 2017, Kelly was awarded the annual Theresa Award by the Theresa Foundation for her outstanding community service and advocacy on behalf of people with special needs. In the fall of 2015, Kelly was awarded the distinction by “Working Mother” magazine as a “Working Mother of the Year” in their “100 Best Companies” featured article.
She has worked with MassMutual since July 2016. Before joining MassMutual, she led the MetLife Center for Special Needs Planning, where she was employed from 1991 through 2016. Kelly holds her master’s degree and resides in Chester, New Jersey with her husband and children. She was the mother of a child with special needs for 19 years and possesses the knowledge, insight, and empathy to act as a mentor and resource for families facing similar challenges.

Keith is a Certified Public Accountant in Mobile, AL. He is the managing principal of Graham, Brown & Dutton, PC – a public accounting firm serving clients in the areas of corporate and personal income tax, estate planning, and audits of non-public corporations/nonprofits. Keith began his relationship with UCP as a volunteer serving on the board of UCP of Mobile (Alabama) including the opportunity to serve as Treasurer and Board Chair. In addition, he has severed on the board of UCP of Alabama also having served as President. He continues to serve actively on those boards.

Relay Resources employs more than 700 team members in their janitorial, landscaping, document services, and supply chain solutions businesses, and manages over 900 affordable housing units with over 1,600 residents in the Portland Metro area.
Ken A. Bluhm, Treasurer

About Ken
Kenneth Bluhm began his advocacy efforts early in life. At the age of three, he was fundraising for United Way at local auto assembly plants in Michigan as the poster child for their campaign. Throughout life, Ken decided he wouldn’t allow himself or others to place limits on what he could do or accomplish. While he has lived life on his own terms, his cerebral palsy diagnosis has influenced both who he is and how he thinks. Ken holds a Master’s in Tax along with a CPA. As a senior director at Blue Cross Blue Shield of Michigan, Ken and his team are responsible for ensuring the company complies with all federal and state accounting rules. Ken is very engaged in the community, taking on leadership roles in many organizations. He has served on the board of directors of Michigan United Cerebral Palsy (MI-UCP) since 2014 and is currently the organization’s immediate past board chair. Since 2005, Ken has also served on the board of the Accounting Aid Society, a nonprofit which provides free income tax preparation, financial management coaching and IRS assistance to middle and low-income households.

Brad Boyer focuses his practice on business litigation. He has litigated various matters involving professional liability (primarily defending architects and engineers), employment, intellectual property, entertainment/media, construction and general business-related disputes. Brad has experience representing clients in jury and court trials, arbitrations, California Labor Commission hearings and licensing hearings. With significant experience in the professional liability arena, Brad has represented a number of large architectural and engineering firms, as well as other professionals. Representative matters have involved office buildings, hotels, airports, casinos, schools, hospitals, military bases, power plants, transportation, telecommunications and residential developments. Also, Brad has experience representing clients before the United States Court of Federal Claims. Further, a significant portion of Brad’s practice also includes litigating and resolving disputes on behalf of individuals and companies in the entertainment industry, influencers, musicians and athletes. Such matters have involved disputes pertaining to profit participation, distribution, unauthorized use of name and likeness, corporate disputes, copyright and trademark infringement, and defamation. He also has represented fashion and healthcare clients in various types of matters. He has also handled various employment-related matters, including negotiating employment agreements on behalf of entertainment/media executives.

About Jerry
Jerry has been active in the financial services industry for over 50 years. He was the General Agent of a large insurance and investment firm, The Washington Group of MassMutual, for 19 years. He retired in 2004 and in the same year he started The Washington Group Special Care Planning Team, a boutique financial planning practice with a focus on financial planning for families with individuals with disabilities. In 2014, he founded Caring Consulting Group, offering consulting on all issues of disability inclusion. He provides education and technical advice on disability planning for corporations, businesses, nonprofit organizations and educational institutions with the mission of understanding and enhancing the quality-of-life issues of individuals with disabilities and caregivers.
A pioneer advocate for the special needs community, Jerry has spoken across the country at various conferences, forums, panels and radio programs dealing with issues and planning for the special needs community. Jerry was one of the first people in the country to receive the Chartered Special Needs Consultant (ChSNC) designation (the premier designation for financial professionals working in special needs planning) from The American College. He is very active with national and local nonprofit organizations supporting the disability community and involved with his alma mater, Virginia Tech, supporting its Autism Research Center and several fellowships for students pursuing a career in the disability field.

Sean is a universal design and disability inclusion industry expert, while priding himself as a social entrepreneur using his voice, lived experience, and passion for building barrier-free communities. As Founder of Included by Design, Sean’s primary focus is spent on developing digital solutions creating equal opportunities for people living with disabilities. He currently sits on multiple boards and committees across Canada including CP Alberta, while providing workshops and speaking at different engagements on accessibility and inclusion, most notably speaking about disability inclusion on his TEDx talk.
Teresa Gagliano

About Teresa
Teresa Gagilano is the Executive Director of United Cerebral Palsy of Northwest Missouri. She attended Avila University where she received her degree in Special Education. Prior to working for UCP, Teresa was a Special Education Teacher. While in college, she worked in the first group home in Kansas City, Kansas and was also a camp counselor for children and adults with disabilities in Iowa. Teresa started at UCP in 1987 as the Director of the Children’s Program and then became the Executive Director in 2000. Since that time, UCP has expanded its Employment Services, integrated the Preschool Program, developed increased services for adults, and has had multiple building expansion projects.
Janeen Latin

About Janeen
Janeen Latin is a passionate advocate for person-centered support and services and believes that everyone, given appropriate support, has the capacity to live a meaningful life. Janeen’s tenure with UCP has prepared her to successfully navigate the complexities of Pennsylvania’s dynamic human services environment. Her focus is on delivering measurable, cost-effective results that support the mission of the organization to empower individuals of diverse abilities to live a meaningful life through innovative support and services. Janeen joined UCP Central PA as a volunteer in 1997 and then became part of the staff where she spent seven years leading the Family Support and Assistive Technology areas of the organization. She then moved into a role as Development Manager (2005), then Director of Development (2006), and ultimately Foundation Executive Director (2013) where she led the fund development and marketing and communication efforts of the organization. In 2015, she was promoted to Chief Management Officer and then Chief Operating Officer (2017), where she led the information technology, finance, human resources, and ongoing assessment of the organization’s strategic initiatives and program operations until being named President & CEO in 2019.
Janeen is a graduate of the UCP National Emerging Leaders Academy class of 2012 and has presented at the local, state and national level for UCP related to Assistive Technology supports and services between 1999 and 2004. An avid community volunteer, Janeen has served as a Community Carepoint board member since 2013 where she helps facilitate accessible recreation opportunities. She worked diligently to secure funding and volunteer support to make both the Adventure Zone accessible playground and Adventure Fitness projects a reality. She is also an Advisory Committee member for the Pennsylvania Disability Advocacy Fund (2020), formerly UCP of Pennsylvania, whose goal is to provide funding for the advocacy related to the independence, productivity, and full citizenship of people with cerebral palsy and other disabilities in Pennsylvania.
Janeen holds an Associate of Arts in Human Services from Harrisburg Community College, a Bachelor of Science in Organizational Leadership from Penn State University and a Master of Professional Studies in Organizational Leadership, with a concentration on finance from Central Penn College. She holds a certificate in Nonprofit Management from Temple University. Janeen is the recipient of the Central Pennsylvania Business Journal’s Women of Influence Award for service to the community (2020) and the Ronald R. Cowell Award (2001) for excellence in service to young children with disabilities and their families.
Mark R. Lezotte

Mark R. Lezotte currently serves as chair of UCP’s Governance Committee. He also serves on the Public Policy Committee and has helped lead UCP’s efforts in national disability policy and advocacy and served as a UCP representative in collaborations with other national disability organizations. Lezotte is a shareholder practicing in Butzel Long’s Detroit office. He has substantial experience in corporate, healthcare, tax, and exempt organization matters, including corporate and nonprofit governance, tax exempt issues, business transactions, and regulatory investigations. Lezotte was also General Counsel for a nonprofit healthcare system in the Detroit area. He serves on the National Board of Directors of SourceAmerica (and is currently board chair), and has also served on several local nonprofit boards in Detroit. Lezotte has been recognized in “The Best Lawyers in America” (healthcare law) since 2013, and received the United Cerebral Palsy National Chairperson’s Award in 2019 and 2004. He holds both J.D. and B.B.A. degrees from the University of Michigan. Lezotte is a performer with A (Habeas) Chorus Line, a musical parody and satire troupe composed of all lawyers. The troupe has been together for 30 years and has performed more than 160 shows at venues throughout Michigan and around the country.

About Chris
Chris Martin is the Executive Director at UCP of Stanislaus County. Chris has been with the UCP affiliate located in the Central Valley of California since 2012 in various capacities. Over the years at UCP, Chris has found a passion for working with the individuals served by UCP and has continued that work with the CHOICES Institute and other advocacy organizations. Chris, her husband, their two children and the family Yorkie, Bella, live in Turlock where she enjoys volunteering in the community. Chris loves traveling and spending time with family and friends.

Linda Mastandrea is an attorney and former paralympian. She currently serves as the Manager of Accessibility for FIF World Cup 2026. Previously, Linda was a disability law attorney and Paralympic gold medalist. Prior to working with FEMA, Linda served an appointment to the Cook County Forest Preserves Conservation and Policy Council. Linda chairs the International Paralympic Committee Legal and Ethics Committee. Linda is a graduate of the University of Illinois and earned a J.D. at Chicago-Kent College of Law.

About Mark
Mark E. Gormley, Jr., MD is a pediatric rehabilitation medicine physician at Gillette. Dr. Gormley treats children and adolescents who have cerebral palsy, brain injuries, spinal cord injuries, neuromuscular disorders, and other conditions, with a special interest in spasticity management. He joined Gillette in 1993. Dr. Gormley is board certified in pediatric physical medicine and rehabilitation.
Roger Slingerman

About Roger
Roger Slingerman has been leading UCPCC since May 2016. Roger directs daily operations and administers the organization’s $10.5 million budget. Before taking the helm at UCPCC, he held the same position at UCP of Stanislaus and Tuolumne Counties and Recreational Sports Club of San Joaquin Inc. He has also served as vice president of sports for Special Olympics Northern California, associate director of programs for Special Olympics Connecticut, director of training and new sports development for Special Olympics Kentucky and assistant director of recreational sports for Old Dominion University. Roger is a member of the Downtown Fresno Rotary, chair of UCP’s West Regional Administrator Council, past chair of the Vendor Advisory Committee for the Central Valley Regional Center, and President of the Presentation School PTA. Roger is a graduate of Old Dominion University and resides in Clovis with his wife, Monica and two sons, Rynear and Rory.
Cheryl Smith
Chief Executive Officer, UCP of Huntsville and Tennessee Valley
About Cheryl
Cheryl Hart Smith is in her 38th year as Chief Executive Officer of United Cerebral Palsy of Huntsville and Tennessee Valley. Under Mrs. Smith’s leadership, the organization grew from a part-time therapy program for children with cerebral palsy into a leading therapeutic, educational and technology center providing a wide range of services for individuals with developmental, acquired and aging disabilities.
Mrs. Smith is serving her fourth term as an appointee of Governor Kay Ivey to the Alabama Lifespan Respite Coalition. She also serves as Treasurer of the Disability Leadership Coalition of Alabama, member and current Co-chair of the ARCH National Respite Conference Planning Committee, Curriculum Co-chair of the Alabama Early Intervention & Preschool Conference, member of the UCP National Conference Planning Committee, and Past Chair of the UCP South Regional Administrative Council before joining the UCP National Board of Trustees in 2024. Cheryl was very honored to receive the 2024 Kathy O. Maul Leadership Award from her peers at the UCP National Conference in Orlando.
The Madison, AL resident obtained a Bachelor’s of Science in Business Administration-Finance degree in 1983 from the University of Alabama in Huntsville. She is married to Circuit Judge James P. Smith, is an active member of Rotary Club of Greater Huntsville and Delta Zeta Huntsville Alumnae Chapter, and enjoys collegiate football, hiking and spending time with their daughter Lauren and Golden Retriever Violet.

Cheryl Hines
Cheryl Hines is an American actress and comedian. She portrayed Larry David’s wife, Cheryl, on HBO’s Curb Your Enthusiasm, for which she received two Emmy Award nominations. She also starred as Dallas Royce on the ABC sitcom Suburgatory, and made her directorial debut with the 2009 film Serious Moonlight. Cheryl became an advocate for people with cerebral palsy when her nephew was diagnosed at one and a half years old.
RJ Mitte
Roy Frank “RJ” Mitte III is an American actor, best known for playing Walter White Jr. on the AMC series Breaking Bad. Like his character on the show, he has cerebral palsy and was diagnosed at age 3. RJ is a passionate activist for people with cerebral palsy.
