At Relay Resources, a leading social enterprise in the Pacific Northwest, Dr. Camota Luebke oversees over 850 employees across diverse industries — from janitorial and landscaping services to document and supply chain solutions. Under her leadership, the organization has become a national model for employment equity, working to eliminate systemic barriers that prevent people with disabilities from accessing meaningful work.

Relay’s impact doesn’t stop at employment. The organization also manages over 800 affordable housing units, supporting more than 1,500 residents in the Portland Metro area. Dr. Camota Luebke ensures these communities are not only accessible but are hubs for personal growth, stability, and dignity.

A Personal Mission Becomes a Public Movement

Jennifer’s professional mission is deeply personal. “My son has an intellectual disability,” she shares. “That experience sparked my lifelong dedication to advancing disability inclusion.” Her journey has spanned board service, academic research, and executive leadership — all focused on building inclusive spaces where every individual can thrive.

This deeply rooted passion has guided her transition from a career in corporate accounting, academia, and consulting to her current role at Relay Resources. “You could say I found my ikigai,” she says, referencing the Japanese concept for one’s “reason for being.” For Jennifer, that intersection includes her love for her son, a global need for inclusion, leadership expertise, and her natural talent for uniting people around purpose.

Centering Disability Inclusion at the Core

One of Dr. Camota Luebke’s first priorities at Relay Resources was to recenter the organization around disability inclusion — not as an afterthought, but as the foundation for all operations. This led to key initiatives:

  • Hiring a chief disability inclusion officer to lead cultural and operational transformation.
  • Launching a competitive integrated employment program and a cybersecurity workforce training initiative tailored for neurodivergent individuals.
  • Collaborating with her board and executive team to establish a new mission, vision, and strategic plan.

Together, these efforts are breaking new ground in how disability employment organizations serve their communities — prioritizing both economic empowerment and personal growth.

Changing Systems, Not Just Outcomes

Relay Resources is now preparing to launch a disability inclusion consulting practice, helping employers create more accessible, inclusive work environments through universal design and strengths-based approaches.

“As a society, we’ve focused too much on helping individuals ‘fit’ into systems not built for them,” Jennifer explains. “We’re shifting that narrative — helping change the systems themselves.”

Board Leadership at UCP National

In addition to her executive work, Dr. Camota Luebke serves as secretary on the United Cerebral Palsy (UCP) Board of Trustees. In this role, she contributes to national strategy and governance efforts, shaping how UCP advances accessibility, opportunity, and equity for people with disabilities across the country.
