UCP and Disability Power & Pride Luncheon Forum

As part of UCP’s unveiling of a new Public Education & Outreach initiative and to celebrate the opening of a new national headquarters in Washington, DC, a distinguished panel of speakers discussed discussed key transition issues in the lives of people with disabilities, at a luncheon forum co-hosted by Disability Power & Pride.

The featured panelists touched on the transition from early childhood to teen years, post-secondary education, employment, independent living and long-term care needs.

Panelist Biographies:

  • Richard Donovan is the CEO and principal owner of Integrated Process Solutions LLC (IPS). Mr. Donovan previously worked as a Vice President and Portfolio Manager at Merrill Lynch & Co. in New York, NY, focusing on global macro strategies with an event driven overlay. Mr. Donovan is the founder of Lime Connect, Inc., a New York-based not-for-profit partnership that connects global corporations with an untapped talent source in people with disabilities by leveraging proven practice in a results driven manner. Mr. Donovan is a recipient of Merrill Lynch’s 2006 Leadership in Diversity and Inclusion Award in recognition of the results Lime produced for the firm, and serves on the board of directors of the Cerebral Palsy International Research Foundation (CPIRF), the Disability Funders Network (DFN) and United Cerebral Palsy. Mr. Donovan, who happens to have cerebral palsy, holds a B.B.A from Schulich School of Business at York University and an M.B.A from Columbia Business School.


  • Connie Garner focuses her practice as Policy Director in the Government Strategies Practice Group, and Executive Director for Advance CLASS, Inc. Her areas of expertise include health care, disability, long term care, and education. Before joining Foley Hoag, Connie was Policy Director, Disability and Special Populations, to the U.S. Senate Committee on Health, Education, Labor and Pensions Committee (HELP) for 17 years , where she has served Chairman Harkin, Senator Dodd, and the late Senator Kennedy. In that role, Connie was the lead Democratic Committee architect for the CLASS Act, the major long-term care legislation that is part of health care reform; enactment of the landmark Mental Health Parity Act 2008; the 2006 and 2009 reauthorizations of the $2 billion Ryan White CARE Act; the Family Opportunity Act of 2006 and the 2005 reauthorization of Individuals with Disabilities Education Act (IDEA), the Special Education Law; and the 1999 Ticket to Work and Work Incentives Improvement Act. Connie also served in the U.S. Department of Education, as Director of the Federal Interagency Coordinating Council for Children with Disabilities and the Secretary of Education’s principal liaison on all interagency health care matters, including health care reform. Prior to her work with the Federal government, Garner provided clinical nurse specialist services in both urban and rural public health settings as well as inpatient hospital settings, and managed several large maternal-child health inpatient hospital units in both Philadelphia and the Washington-DC area. Garner has a B.S. in Nursing (University of Pennsylvania, 1979) and M.S. in Nursing (George Mason University, 1982), an Ed.S in Special Education (George Washington University, 2000), and her Doctoral work is in both Health and Education Public Policy (George Washington University, 2001). She is also certified as a Pediatric and Neonatal Nurse Practitioner.


  • Seth Harris was nominated to be the Deputy Secretary of Labor on February 23, 2009 and on May 26, 2009, was sworn in as the eleventh Deputy Secretary of Labor since the position’s creation in 1986. Prior to joining the Department, Mr. Harris served as a Professor of Law at New York Law School and Director of its Labor & Employment Law Programs. While teaching at the New York Law School, Mr. Harris was also a Senior Fellow at the Life Without Limits Project of the United Cerebral Palsy Association and a member of the National Advisory Commission on Workplace Flexibility. Prior to his work at the New York Law School, Mr. Harris served for seven years at the Department of Labor during the Clinton Administration, spanning the tenures of Secretaries Robert Reich and Alexis Herman. During this time, Mr. Harris served as Counselor to the Secretary of Labor and as Acting Assistant Secretary of Labor for Policy, among other policy-advising positions. Mr. Harris is a graduate of the New York University School of Law where he was Editor-in-Chief of the Review of Law and Social Change. Mr. Harris served as a law clerk to Judge William Canby of the U.S. Court of Appeals for the Ninth Circuit and to Judge Gene Carter of the U.S. District Court for the District of Maine. He received his Bachelor of Arts degree from the School of Industrial and Labor Relations at Cornell University.
